EU Recommends Expanded Smoking Bans for Member States
The European Commission, a key body of the European Union, has introduced an updated recommendation aimed at expanding smoking bans across its member countries. While these are recommendations rather than legally binding laws, many EU nations are expected to take them seriously, using the guidelines to propose stricter regulations in their own regions.
This new proposal builds upon the Commission’s 2009 recommendations, broadening the scope to address more modern concerns, such as e-cigarettes and outdoor smoking areas. The 2024 update specifically targets areas that weren’t fully covered in the previous recommendations.
The new guidelines focus on two main areas:
1. E-cigarettes and Vaping: The updated language calls for e-cigarettes and other vaping products to be treated the same as traditional tobacco products. This means prohibiting their use in spaces where smoking is already banned, such as indoor public places.
2. Outdoor Smoking Areas: The recommendations expand the reach of smoking bans to outdoor areas, particularly those where children are likely to be present, such as playgrounds and amusement parks. Additionally, it suggests banning smoking in outdoor and semi-covered areas of high-traffic locations like train stations and shopping malls.
Another significant aspect of the proposal is a recommendation to ban smoking and vaping in cars when minors are present.
The Commission acknowledged the potential financial impact of reduced tobacco and nicotine use but emphasized that the public health benefits of expanded bans far outweigh any economic downsides. The proposal is part of a broader effort to improve public health across the EU by reducing exposure to tobacco and nicotine products, particularly in spaces frequented by vulnerable populations like children.
While the recommendations are not mandatory, they are expected to influence legislation in many EU countries, potentially leading to more comprehensive smoking and vaping bans in the near future.
